A major reform was the legal codification of sexual autonomy and the reinforcement of the concept of consent:

  • Sexual acts require explicit consent
  • Consent requires a clear “yes”—not merely the absence of “no”

Given the complexity of consent issues in sexual interactions and the evidentiary challenges involved, these changes are aimed at better protecting victims.
